How the ballot works

Every $SC trade pays the pool's fee. 80% of it goes to the city treasury; the rest goes to IMD.
Each round, holders decide what the treasury does with it: burn, liquidity, share or build.
1 staked SC = 1 vote. Stake once, vote every round, unstake whenever you want: the contract can only send your SC back to you.
Unstaking during a round you voted in takes your weight out of it, so the same coins never vote twice.
The winning option is a public mandate. The treasury executes it and posts what it did on-chain.
